Looks like a bug that prevents downloading files in some cases. User just reported a problem with donwloading his own file uploaded some months ago (not shared), while logs produce the above statement.

There is few github and nextcloud forum threads such as: https://help.nextcloud.com/t/cannot-decrypt-this-file-probably-this-is-a-shared-file-please-ask-the-file-owner-to-reshare-the-file-with-you/166856/9
