Implemented installation from file://-scheme URIs.
...
Intended to fix http://bitbucket.org/ianb/pip/issue/114 . Probably
needs more comprehensive tests.
Workarounds for broken URL handling in Python standard libs; redirect
to index.html for file:// URLs
urlunsplit gets confused by '+', etc.
