Brazilian Law

Federal universities in Brazil are national semi-autonomous organizations (autarchies) linked to the Education Ministry. Being part of the government, all software completely developed by it is, with few exceptions, regulated by an "open source" license, focusing on giving freedoms to other public organizations. This is what Brazilian Federal Law number 14063 (September 23, 2020), Article 16, "head" clause, states (from Portuguese):

Article 16. Information and communication systems created exclusively by direct, autharchic and foundational administration bodies and entities of the Branches and constitutionally autonomous bodies of federation entities must be governed by open source license, being permitted to be used, copied, modified and distributed without restriction by all the bodies and entities covered by this article.
