services: openssh: Add 'generate-host-keys?' field.

* gnu/services/ssh.scm (<openssh-configuration>)[generate-host-keys?]:
New field.
(openssh-activation): Honor it.
* doc/guix.texi (Networking Services): Document it.

Generating key pairs takes a few seconds when enough entropy is
