gnu: dash: Update to 0.5.9.1.

* gnu/packages/shells.scm (dash): Update to 0.5.9.1.
[source]: Use git-fetch.
[native-inputs]: Add autoconf and automake.
[arguments]: Add 'bootstrap' phase.
