time-machine: Add '--disable-authentication'. 

* guix/inferior.scm (cached-channel-instance): Add #:authenticate? and
pass it to 'latest-channel-instances'.
* guix/scripts/time-machine.scm (show-help, %options): Add
'--disable-authentication'.
(%default-options): Add 'authenticate-channels?'.
(guix-time-machine): Honor it.
