gnu: Move libarchive to (gnu packages backup).

* gnu/packages/compression.scm (libarchive): Move to...
* gnu/packages/backup.scm (libarchive): ... here.
  Import (guix licenses) with #:renamer to avoid conflicting 'zlib'
  bindings.
