build: Add `bootstrap' and `sync-with-upstream' scripts.

* bootstrap, nix/sync-with-upstream: New files.
* Makefile.am (EXTRA_DIST): Add `bootstrap'.
* daemon.am (EXTRA_DIST): Add `nix/sync-with-upstream'.
