lint: Have connections time out after 3 seconds.

* guix/scripts/lint.scm (probe-uri): Add #:timeout parameter.  Pass it
  to 'open-connection-for-uri' and 'ftp-open'.
  (validate-uri): Pass #:timeout 3 to 'probe-uri'.
