gnu: shepherd: Update to 0.8.0.

* gnu/packages/admin.scm (shepherd): Update to 0.8.0.
* gnu/services/shepherd.scm (shepherd-configuration-file): Use
'default-pid-file-timeout' instead of fiddling with '%pid-file-timeout'.
