gnu: Search for patches under $GUIX_PACKAGE_PATH.

* gnu/packages.scm (%patch-path): Move after definition of
  %package-module-path'.  Append "/gnu/packages/patches" only to
  %DISTRO-ROOT-DIRECTORY.
* tests/guix-package.sh: Add 'emacs-foo-bar-patched' test.
