gnu: Add emacs-dired-toggle-sudo.
* gnu/packages/emacs-xyz.scm (emacs-dired-toggle-sudo): New variable.
* gnu/packages/patches/emacs-dired-toggle-sudo-emacs-26.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
