x11-toolkits/py-fltk: update the port to version 1.3.8 It has better compatibility with modern compilers and matches our current FLTK version (adjust port description accordingly).

pyFLTK is Python wrapper for the Fast Light Tool Kit cross-platform
graphical user-interface library. It wraps FLTK version 1.3 and is
quite stable.
