[Maintainer patch] Update textproc/xml2rfc to version 1.28 This patch updates textproc/xml2rfc to version 1.28, just released. It provides a number of formatting changes and other improvements. The patch also updates the maintainer address in pkg-descr, which I'd forgotten to do when I took over maintaining this port.
