- Update to 20120331.1.74

- Adopt new header of Makefile
- Replace dead download site with LOCAL/nivit
- Add LICENSE (GPLv3)
- Convert to new options framework
- Instead of setting USE_APACHE_RUN [1], remove apache
  completely from run dependencies, because mimetex runs
  on any web server that supports CGI
- Remove files/pkg-message.in
- Replace TAB character with one space after WWW:, and
  remove Author entry in pkg-descr
