Install to ${PREFIX}/lib/xemacs/site-packages as XEmacs packages.
(apel is RUN_DEPENDS on xemacs-sumo-packages. some PLIST are fixed.)

xemacs-mule does not require *-setupel.el.
Because sub-directorues in ${PREFIX}/lib/xemacs-20.4/site-lisp are
added to default load-path automatically.
