So standardize on that, and move them to the end of the file when necessary.
Also fix some more whitespace, and remove more "signature tags" of varying
forms, like -- name, etc.

cloc counts blank lines, comment lines, and physical lines of source
code in many programming languages.
cloc contains code from David Wheeler's SLOCCount and Damian Conway and
Abigail's Perl module Regexp::Common.
