uses an older opensssl in the base system.
Options for portable:
OPENSSH_OVERWRITE_BASE=yes
includes USE_OPENSSL_BASE=yes
installls in the paths of the base system

OpenSSH portable, which has GNU-configure and more.
Diffs to OpenSSH-OPenBSD are huge.
So this is here a complete diffrent branch, no repro-copy
- Did a bit cleanup in the Makefile
