Patch Makefile.PL to work around old Makemaker, so that the manpage
also gets installed for ancient perl versions.

The manpage is only installed for perl 5.6.0 and higher, so make
it conditional. This also explains why neither the submitter nor me
found it, while both pointyhat and leeym did.
