Attempt to fix build on sparc64 and ia64. I tried to test, but panther
doesn't have libc_r. The build did get further than the errors reported
on bento.

Add nspr 4.1.2, a platform-neutral API for system level and libc
like functions. I bet Java folks would like it - because this port
is required for Mozilla's Java plugin.
