012100cf98 irc/komanda-cli: fix building on riscv64

Over 120 individual programs plus dozens of programmer libraries and
feature plugins are released simultaneously as part of KDE Gear.

Today they all get new bugfix source releases with updated translations, including:

 * ark: Properly check if there is sufficient free space available
   before extracting (fixes bug #459418)
 * kate: Activate the view of viewspace which made the request (fixes
   bug #465811)
 * kdenlive: Fix crash and offset when moving a group with subtitle

What's new in at-spi2-core 2.45.1:
* Atk and at-spi2-atk are now merged into this project.
* Now requires meson 0.56.2 and glib 2.67.4.
* at-spi2-atk: Expose the accessible hierarchy via dbus introspection.
* Properly escape the AT-SPI bus address; fixes warnings about the address
  not containing a colon (!55).
* Add a text value to AtspiValue, so that a value can expose a textual
  description, as in the new Atk value API.
* Add atspi_event_listener_register_with_app, to allow an event listener
  to be registered only for a given application (!52).

- accessibility/atk and accessibility/at-spi2-atk have been merged into
  accessibility/at-spi2-core

- accessibility/at-spi2-core: bump consumers of removed ports atk and at-spi2-atk

Convert the USE_LDAP=yes to USES=ldap and adds the following features:

- Adds the argument USES=ldap:server to add openldap2{4|5|6}-server as
  RUN_DEPENDS
- Adds the argument USES=ldap<version> and replaces WANT_OPENLDAP_VER
- Adds OPENLDAP versions in bsd.default-versions.mk
- Adds USE_OPENLDAP/WANT_OPENLDAP_VER in Mk/bsd.sanity.mk
- Changes consumers to use the features

 * kdeconnect: Fix ssh authentication using pubkey on recent openssh
   versions (Commit, fixes bug #443155)
 * libkdegames: Fix finding knewstuff themes (Commit, fixes bug #464288)

2d00178fd4 */*: Fix some ports conversion from USE_RUBY to USES=ruby

Switch from Mk/bsd.ruby.mk to Mk/Uses/ruby.mk

Notable changes are.

- Mk/bsd.ruby.mk is moved to Mk/Uses/ruby.mk.
- USE_RUBY=yes is replaced with USES=ruby.
- USE_RUBY_EXTCONF is replaced with USES=ruby:extconf.
- USE_RUBY_RDOC is replaced with USES=ruby:rdoc.
- USE_RUBY_SETUP is replaces with USES=ruby:setup.
- RUBY_NO_BUILD_DEPENDS and RUBY_NO_RUN_DEPENDS are replaced with
  USES=ruby:{build,none,run}.
- RUBY_REQUIRE isn't used anywhere, so removed.
- USES=gem now implies USES=ruby.

This is mainly the work of yasu@ at https://reviews.freebsd.org/D27863

I have just made some cosmetic changes and ran exp-run to test that the
tree is not in a BROKEN state.

a0979e6899 irc/kvirc: update to latest commit
There's a handful of bugfixes and compatibility improvements
in the not-otherwise-released 5.0 (main) branch of kvirc.
Update anyway, since at least one is a crash fix.

Chris proposed an update to -85, but I looked at the rest
of the newer commits and concluded they would be useful too.
So some of this is Chris's work, some is my own.

0a7ac5cfb5 all: salvage python-potr and it consumer from removal for now.
Both security/py-potr and irc/weechat-otr seem experimental abandonware
from looking at their websites though.

-- Noteworthy changes in version 8.2.43 (2022-09-26)
  * Due to ongoing protocol modernizations and deprecation of old backwards
    compatibility code, ircd-hybrid is now no longer link compatible to
    8.2.33 and below. As for the Anope IRC Services, 2.0.8 is the minimum
    supported version now.
  * Implemented channel mode `V`. `INVITE` cannot be used on channels with
    that mode set.
  * `WHOIS` on clients connected via TLS now also shows some details about
    the TLS version and cipher being used
  * Removed user mode `d` (debugging notices)
