We changed the core file support in user.h before FreeBSD 4.2.
This broke building GDB 5.x on that version and later 4.x versions.

GNU GDB 5.1 developmental snapshot. This exists to allow people to test
the upcoming GDB release, and to get any FreeBSD-needed mods submitted
before the official 5.1 release.
