The maintainer reset rule was not applied correctly. jlaffaye's ports
are reassigned back to him, with the exception of lang/go where both
quantity and length of timeouts made the reset appropriate and
necessary.

Instead of pointing directly to /var, now localstatedir now
points to /var/ircd-hybrid with proper permissions so that the
databases are correctly created during start up.
Also minor formatting fixes.

- qca-2.3 drop support for OSSL<1.1
- copy devel/qca to devel/qca-legacy which is held at the current version
- update devel/qca to 2.3
- Add Uses/qca.mk which handles dependency on either of the ports depending on
the FreeBSD version
Users on FreeBSD11 must therefore change their pkg orign à la:
pkg set -o devel/qca:devel/qca-legacy

WITH_DEBUG is a user facing variable. When a user wants to build a port
with debugging symbols enabled, they either set WITH_DEBUG globally, or
WITH_DEBUG_PORTS+=category/port.
