Nothing requires bsd.squirrelmail to be loaded after bsd.port.pre.mk but the PORTDIR.
Convert "${PORTDIR}/mail" to ${.CURDIR}/.. and remove all the pre.mk/post.mk dancine

were duplicating the content there, php version mismatches were created and
package building broke. Also includes a few whitespace and header fixes due
to OCD.
Feature safe: yes
The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT
in Makefile (29 of them).
