Begin autotools sanitization sequence by requiring ports to explicitly
specify which version of {libtool,autoconf,automake} they need, erasing
the concept of a "system default".
For ports-in-waiting:
USE_LIBTOOL=YES -> USE_LIBTOOL_VER=13
USE_AUTOCONF=YES -> USE_AUTOCONF_VER=213
USE_AUTOMAKE=YES -> USE_AUTOMAKE_VER=14
Ports attempting to use the old style system after June 1st 2004 will be
sorely disappointed.
2) pass appropreate parameters to configure args
3) gcc-3.2 is the only compiler that can produce
usable compiler at the moment
4) remove pkg-descr and pkg-message section
may not needed
5) suffix of package should be tbz not tbz2
(package rename section)
the USE_<x> equivalents. In the current scheme of things, the WANT_
variables in this case are synonymous with the USE_ ones, and thus need
to be exterminated.

remove the configuration), but subsequent updates will merge old configs.
QT:
- Previous versions of QT could be compiled with debugging-support enabled by
defining DEBUG. This switch has been renamed to the more unambiguous
WANT_QT_DEBUG (similar to WANT_KDE_DEBUG in the KDE ports).
