This C library allows to convert cyrillic text from any to any of the following
cyrillic charsets: windows-1251, koi8-r, koi8-u, iso-8859-5, x-mac-cyrillic and
ibm866. Automatic detection of charset is possible for any of those.
The library also contains a number of automation features and useful service
wrappers that are ready to be easily plugged into any application whenever one
needs more wise features instead of just dumb converting.

By doing this, we are trying to create more useful GNOME meta-ports that
contain more pointed sets of applications.

* add new dependency of p5-Test-Simple
* create the output dir if it does not exist (Thanx Paul Wolters!)
* added BUGS section to doc
* converted makegraph.t to Test::More and added some tests
* output dir no longer gets a trailing slash (good for OS/2?) and we use
File::Spec to construct output file names
* better reasons for skipping mails (string vs. some number)

mod_cvs recognizes if the files in your webtree are checked out
from a CVS repository. If so, it checks if the file is up-to-date
and, if not, updates it.
Another neat feature of mod_cvs is the date-checkout feature. You
can specify a date in the URI that gets passed to CVS, which checks
out an older revision of the requested file and sends it to the
user.
