Mark Linimon c26f9780f1 Update to 1.0.p25. See =README.arch-newstuff for an overview of
the extensive changes.  Of course there are the usual bugfixes.
Also fix the mastersites and WWW url.

arch is yet another source code management and revision control system
inteded to address deficiences in CVS(1). Some of its claimed features are:
