Matthew Seaman b8432a1e82 - Fix installation when DOCS or EXAMPLES are unset by always
installing docs and examples unconditionally to staging.  The
    packaging step will not include them in the package generated from
    stagingif DOCS or EXAMPLES is unset.

  - List EXAMPLES explicitly in pkg-plist
