- Cleanup Makefile header
- Use single space after WWW:
- While I'm here:
- Add missing dependency: net/p5-URI
- Add TEST_DEPENDS
- Convert to new Perl framework
- Sort *_DEPENDS and MAN3
- Remove conditional TEST_DEPENDS:
Test::More 0.94+ is already in all supported Perl releases
