- add support for NOPORTDOCS and WITHOUT_NLS
- bump PORTREVISION for dependent ports:
  - japanese/eblook
  - japanese/ebview
  - japanese/ebview-gtk2
  - japanese/ebnetd

while here, common changes:
- strip Makefile headers
- remove shlib versions from dependent ports
- remove deprecated attributions from pkg-descr
- whitespace fixes to pkg-descr
