Since clang 16 (and gcc 11) the default C++ standard is now gnu++17.
Because textproc/source-highlight's Makefile does not explicitly set its C++
standard, this leads to several errors:

indicates that after 3.1.9 C++11 will be required and supported, so add
USE_CXXSTD=gnu++11 to avoid the errors for now.
