- Fix *_DEPENDS:
  - IO::Socket::IP 0.21+ is already in Perl 5.20
  - Term::ReadLine 1.1+ is already in Perl 5.18 and above
- Add BUILD_DEPENDS
- Add more TEST_DEPENDS
- Remove outdated PERL_LEVEL check
- Update pkg-descr
- Take maintainership
