Norikatsu Shigemura 904936bbb0 o Fix my HAVE_KQUEUE support bugs.
o Add support `service flare[id] reload'.
o Sleep until flarei daemon starting.
  To disable flarei_sleepwait="0" to /etc/rc.conf.
