lib/percpu_counter.c: enclose hotplug only variables in hotplug ifdef
These variables are only used when CONFIG_HOTPLUG_CPU is enabled, they are ifdef'ed everywhere else. So don't define them when CONFIG_HOTPLUG_CPU is not enabled.
