rcu: Remove ACCESS_ONCE() from jiffies

Because jiffies is one of a very few variables marked "volatile", there
is no need to use ACCESS_ONCE() when accessing it.  This commit therefore
removes the redundant ACCESS_ONCE() wrappers.
