Use the new texinfo infrastructure added some time ago by Stoned Ellipot.
...
Major changes are: remove texinfo.mk and use INFO_FILES. Sorry for doing
it by myself, but I'm having many warnings when I do 'make clean'.

Provided in PR pkg/18624 by davids@idiom.com . This package is quite complex
and needs some review, specially for all the USE_* optional things.
