Since suse91_base already sets up {EMULDIR}/etc/mtab as a symlink to
...
{EMULDIR}/proc/mounts, do not create it in the Makefile.
Instead, point out the necessary in the MESSAGE and let the admin decide.

Make it clear that ${EMULDIR}/etc/mtab must exist and must not be

empty for TSM to work properly.
The symlink to ${EMULDIR}/proc/mounts that the suse91_base package
installs will not do since the link target is an empty file.

I have re-worked the TSM client package.
...
It now handles configuration files properly, the MESSAGES file
has NetBSD specific hints. The Makefile uses a lot more variables
instead of hard-coded information, and it handles the suse_* dependencies
more flexibly.

Update to TSM client 5.2.2
...
- backup & restore works with i386 NetBSD-current and 1.6.2 now against
a 5.1.5 server
- restoring to specified location fails
- pkglint says 0 fatal errors
- still a long TODO list
