Shared directories can now be created independently by the pacakges
needing them and will be removed automatically by pkg_delete when empty.
Packages needing empty directories can use the @pkgdir command in PLIST.

Add missing file to PLIST.
Always use GNU readline, the NetBSD replacement is missing some functions.
Add some USE_DIRS.
Uses pkgconfig and intltool tools. Doesn't really need p5-XML-Parser.
PKGLOCALEDIR and which install their locale files directly under
${PREFIX}/${PKGLOCALEDIR} and sort the PLIST file entries. From now
on, pkgsrc/mk/plist/plist-locale.awk will automatically handle
transforming the PLIST to refer to the correct locale directory.
