Shared directories can now be created independently by the pacakges
needing them and will be removed automatically by pkg_delete when empty.
Packages needing empty directories can use the @pkgdir command in PLIST.

PKGLOCALEDIR and which install their locale files directly under
${PREFIX}/${PKGLOCALEDIR} and sort the PLIST file entries. From now
on, pkgsrc/mk/plist/plist-locale.awk will automatically handle
transforming the PLIST to refer to the correct locale directory.
didn't get created (${PREFIX}/man/nl did not exist on my system), the `-D'
option to ${INSTALL_DATA} broke the installation of the man pages, too.
Also fixed a verifypc warning.
