1e186dcfca Remove python24 and all traces of it from pkgsrc. 
Remove devel/py-ctypes (only needed by and supporting python24).
Remove PYTHON_VERSIONS_ACCEPTED and PYTHON_VERSIONS_INCOMPATIBLE
lines that just mirror defaults now.
Miscellaneous cleanup while editing all these files.

3c6264d4e6 Mechanical sweep to sanitise PYTHON_VERSIONS_ACCEPTED. 
Bulk build will be used to tune this further.

8cd4e45332 * Don't forget to depent on py-rcsparse. 
* Still don't depend on devel/mercurial *at all* (pending mercurial fixes).
  Users will have to install devel/mercurial manually before cvs20hg
  will run properly.

7184184d02 * Import cvs20hg, a cvs->Mercurial conversion tool. 
* Contains known bug in that it requires devel/mercurial to
  be installed with python 2.4, but this is not enforced.
