Change default for zip extraction to leave files as they are.
...
Previously, zip extraction by default converted to lower case.
Fix some packages that need it and remove -L from some packages
that manually set it.

Import cacti-plugin-arch-2.1 as wip/cacti-plugin-arch.

The Plugin Architecture for Cacti was designed to be both simple in nature
and robust enough to allow freedom to do almost anything in Cacti. Cacti
itself is designed nicely enough that integrating into it is fairly easy
with very little modifications necessary.
