Add rules to change -march to -mtune for x86 if -mtune is not defined.

The idea is to not mess up the autodetection code. Will this work?
Update to Mesa 7.0.1-rc2--got rid of all GIT patches.
Bump rev.

This is Mesa-6.5.3, tested myself with i915 and r300 drivers (on NetBSD).
...
It works very well with the modular-xorg-server-mesa653 package. I now can
use a compositing window manager and not experience crashes every three seconds.;) Even the x86 assembly routines seem to work OK; they did not with
Mesa 6.5.2.
