Update to version 8.4.18. Way too many changes to list here--please see ChangeLog. Insofar as I can tell, all of the changes are bug fixes (and some backports from HEAD for Darwin).

Define TK_VERSION in a separate file so that it can be included by other packages such as tcl-tkX, which is currently broken due to the hardcoded Tk version.
