Fix build on NetBSD 8+

Move bird package from pkgsrc-wip (packaged by jkjuopperi with changes by tnn) into the Packages Collection. The BIRD project aims to develop a fully functional dynamic IP routing daemon primarily targetted on (but not limited to) UNIX-like systems and distributed under the GNU General Public License. - This package is for IPv4, a separate IPv6 package is available - Multiple routing tables - BGP - RIP - OSPF - Static routes - Inter-table protocol - Command-line interface - Soft reconfiguration - Powerful language for route filtering Updated by myself from bird-1.3.4 to 1.3.6 (to correct a BGP protocol problem).

For BGP, version 1.5.0 is essentially a minor release. There are two deprecated options ('start delay time' and 'route limit') and some minor formatting changes.
