Import Test::CPAN::Meta::YAML into devel/p5-Test-CPAN-Meta-YAML, which is required to update devel/p5-Test-YAML-Meta. This module was written to ensure that a META.yml file, provided with a standard distribution uploaded to CPAN, meets the specifications that slowly being introduced to module uploads, via the use of ExtUtils::MakeMaker, Module::Build and Module::Install.

Update packages using a search.cpan.org HOMEPAGE to metacpan.org. The former now redirects to the latter. This covers the most simple cases where http://search.cpan.org/dist/name can be changed to https://metacpan.org/release/name. Reviewed by hand to hopefully make sure no unwanted changes sneak in.
