cvs2cl.pl: CVS-log-message-to-ChangeLog conversion script

It produces a GNU-style ChangeLog for CVS-controlled sources,
|
||
|
|
by running "cvs log" and parsing the output. Duplicate log
|
||
|
|
messages get unified in the Right Way.
