PR pkg/38224: Another case of me doing a bad LOWER_OPSYS to MACHINE_PLATFORM conversion. Will revist all of these to make sure they were correct.

Libxslt is the XSLT C library developed for the Gnome project. XSLT itself is a an XML language to define transformation for XML. Libxslt is based on libxml2 the XML C library developped for the Gnome project. Get rid of USE_PERL5. The new way to express needing the Perl executable around at either build-time or at run-time is: USE_TOOLS+= perl # build-time USE_TOOLS+= perl:run # run-time Also remove some places where perl5/buildlink3.mk was being included by a package Makefile, but all that the package wanted was the Perl executable.

Merge changes in packages from the buildlink2 branch that have buildlink2.mk files back into the main trunk. This provides sufficient buildlink2 infrastructure to start merging other packages from the buildlink2 branch that have already been converted to use the buildlink2 framework.
