Remove statement of questionable merit, pending outcome of internal discussion. We don't need it yet and we may not need it at all. Also remove pseudo-helpful commentary. Users can interpret licenses (or lack thereof) just fine themselves. Thanks to gdt@ for being very careful about this stuff.

Many software packages written by Dan Bernstein do not have licenses.
