Remove hacks.mk as being superceded.

On Darwin, gegl v0.4.22 links against Apple's OpenCL (see gegl/meson.build).
Presumably the hacks in hacks.mk are no longer necessary.  In any case,
the package builds and can be used by gimp without it.
