Move -a from XMKMF_FLAGS to XMKMF. Thus, if a package wants to run

Browse source 
xmkmf without building all the Makefiles too, then it can set
XMKKF=${XMKMF_CMD} ${XMKMF_FLAGS} (same as default but without the -a).
